WHO CHANGES THE HUMAN HEART?
God or man?

Circumcision of the heart is always a synergism between God and man.

GOD:

Deu 30:6 – And the LORD thy God will circumcise thine heart, and the heart of thy seed, to love the LORD thy God with all thine heart, and with all thy soul, that thou mayest live.

Eze 11:19 – And I will give them one heart, and I will put a new spirit within you; and I will take the stony heart out of their flesh, and will give them an heart of flesh:

Eze 36:26 – A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.

MAN:

Deu 10:16 – Circumcise therefore the foreskin of your heart, and be no more stiffnecked

Eze 18:31 – Cast away from you all your transgressions, whereby ye have transgressed; and make you a new heart and a new spirit: for why will ye die, O house of Israel?

Jas 4:8 – Draw nigh to God, and he will draw nigh to you. Cleanse your hands, ye sinners; and purify your hearts, ye double minded.

So man’s resistance is to blame if his heart isn’t changed:

Act 7:51 – Ye stiffnecked and uncircumcised in heart and ears, ye do always resist the Holy Ghost: as your fathers did, so do ye.

Rom 2:5 – But after thy hardness and impenitent heart treasurest up unto thyself wrath against the day of wrath and revelation of the righteous judgment of God

Man controls the state of his heart:

1Ki 8:61 – Let your heart therefore be perfect with the LORD our God, to walk in his statutes, and to keep his commandments, as at this day.

Pro 7:25 – Let not thine heart decline to her ways, go not astray in her paths.

Heb 3:12 – Take heed, brethren, lest there be in any of you an evil heart of unbelief, in departing from the living God
